Add Automatic Build of DockerImage using GithubActions

Description

Create a CI that will build the latest GithubRunner version to amd64 and arm64 platform.

Trigger:

• Merge on master
• Merge Request Pipeline ( create a dev version )
• Schedule Every Week ( rebuild master version with newest release from GithubRunner repo )
