Can't Limit to tags on policy

Current Behavior

In policy management, the Select Tag menu does not list any tag, nor does the search bar works.

Older policies still display the tags previously selected, but I can't add new tags to them, nor select any tags on new policies.

The issue seem to come from the API request when openning the Tags menu, it is filtered on the current policy instead of all tags availables :
/api/v1/tag/<policy-id>?searchText=&pageSize=10&pageNumber=1

Steps to Reproduce

1. Add a tag to any project
2. Go to Policy Management
3. Create a Policy
4. Open Limit to menu
5. Clic on + in limit to tags menu
6. No tags selectable or searchable

Expected Behavior

Be able to select and search tags in the Limit to menu
