feat(config-sync): expand functionality to also sync workflows

Problem

The config sync feature works quite nicely, but I would like to extend it for workflows too. Make sure there is also an exclusion mechanism, e.g. by excluding the whole file with a comment on the first line or by excluding a block or line.
