Description:
Complete dispute module with ticket creation, status tracking, evidence upload, and resolution workflow for transaction disputes.

Acceptance Criteria:

• Create dispute submission API
• Implement status workflow (open, investigating, resolved)
• Add evidence upload functionality
• Create admin dispute dashboard support
• Implement resolution logic
• Add dispute notifications
• Track dispute metrics
