Windows: Terminal panel opens but shows "failed to start terminal session"

Hi Codex Monitor team,

I’m running Codex Monitor on Windows, and the built-in terminal doesn’t work.

Steps to reproduce

1. Launch Codex Monitor on Windows.
2. Click the Terminal button to open the terminal panel.

Expected behavior

• A terminal session starts and I can run commands.

Actual behavior

• The terminal panel opens correctly, but it displays: “failed to start terminal session”
• No terminal session is created, so the terminal is unusable.

Environment

• OS: Windows (version: win11 24H2 26100.2033)
• Codex Monitor version: latest

Summary

• Improved Windows terminal startup robustness by adding logic to parse COMSPEC safely (including quoted values with extra flags) and generate deduplicated fallback shell candidates (SystemRoot PowerShell/cmd, pwsh.exe, powershell.exe, cmd.exe). src-tauri/src/terminal.rsL57-L108
