Allow user to decide if the search applies to original comments only or all comments of a note

I've trying to find notes having text #remindme, but NotesReview is not finding any in Croatia, even when there is 6 days old e.g. https://www.openstreetmap.org/note/5061534

possibly related to #144 ?

(it doesn't find even if I avoid using #, e.g. searching for privremena regulacija)

This is because the search is currently restricted to the original comment of a note only (as this message most likely contains the reason why this note exists and why it is of interest for other mappers). All following comments are ignored when searching for keywords in the note text. Somehow, this behavior is not documented anywhere, so I will add either a new entry to the FAQs or display it in the hint of the search form.

Yeah, visibly documenting it (best in search form) should definitely be done if it is not (going to be) supported.

But could it perhaps be supported (e.g. have the option in search form to "Search only original note" / "Search original note and all comments")? That would be great if it would be possible!

(in my experience, it is quite often that the first note is not usable/clear at all, and only after the original mapper is asked to clarify, does the useful search data show -- but that is on 2nd/3rd comment or after)

The linked comment applies only partially at the moment, since I changed a few things with regard to the search feature in the meantime (including the use of text indices). I think it could actually be possible to let the user decide if the search should apply to the original comment or all comments of a note. But I will need to run some tests to confirm my assumption.
