Attempting to use Lamiabane's Refresh enchantment while in Arrapago Reef gives an error and prevents activation

Several characters attempting to activate Lamiabane's refresh enchantment while in Arrapago Reef were unable to do so. No potentially conflicting effects appear to have been active and the message given appeared to be the same expected if activating Lamia./Troll/Mamoolbane enchantments from outside Arrapago Reef/Halvung/Mamook respectively.

Note: Neither Trollbane nor Mamoolbane were tested.
