Reflect the new RBAC system and scopes on the web dashboard and mobile apps.

Tasks

• Update Inertia shared data to include user roles and permissions.
• Conditionally render sidebar menus and action buttons in React based on permissions.
• Include roles and gender_scope in the Login API response for the Flutter apps.
• Document how Flutter apps should handle UI visibility based on these roles.
