How to make text mode

I would like to enter text mode instead of visual-editor.
I tried the following method, but I could not enable text mode.

add_filter('tailor_editor_settings', function($editor_settings) {
  $editor_settings['teeny'] = true;
  $editor_settings['tinymce'] = false;
  return $editor_settings;
});

add_filter('wp_default_editor', function() {
  return 'html';
});

The wordpress version is 4.9.6,
And the theme used is Twenty Seventeen.

How do I enable text mode?

I resolved myself.

It was exactly the same as the following problem.

It solve it by using text-widget plugin made by other people.

• Classic Text Widget | WordPress.org
• Enhanced Text Widget | WordPress.org

When using the Classic Text widget, unnecessary line breaks are inserted at the end.
If you do not like it, you can use the Enhanced Text Widget to select Do not output before/after_widget/title option and enter it without line breaks.
