Use YAML for Configuration

A proposal to use envyaml for configuration over the stdlib configparser

Pros:

1. YAML configuration is more readable
2. More advanced configuration is more easily represented
3. Injecting environment variables allows for maintaining of secrets in a consistent way, especially within containers

Cons:

1. Not a part of standard library
