Harden error-resolver with governance-gated admin and multisig allowlist operations

Goal: Controlled mutation of the resolver.
Why it matters: The allowlist currently trusts a single admin.
Proposed scope:

• Multisig-conscious admin interface, quorum-checked allowlist updates, operation IDs with timelock, and audit events.
  Acceptance criteria:
• Allowlist changes require quorum or timelock.
• Events record actor, op, timestamp.
