'Register a company' button missing on when new user signed in

This issue was reported to me by a new user on October 26, 2019. To my knowledge, this is the first time this bug has occurred or been reported.

The user (a regular user, not a gov user), signed in to the app and upon going to the Companies list page to register a company, found that the 'Register a company' button was missing:

We tried clearing cache and also deleting the user account and re-creating it — to no avail.
