[Linux] Bundle proper Mono version with HAT patcher

The MonoMod patcher should be bundled with the right version of mono. This would reduce inconsistencies between different Linux distributions' mono packages (ie. Debian, Arch, Alpine, Fedora, SteamOS, Flatpak, the list goes on).
