for #198, I’ll architect an asymmetric encryption layer for payment memos, sealing payloads client-side via public keys prior to on-chain persistence, with strict cryptographic access control for authorized decryption.

Hi team, I’d like to be assigned to this issue. I can implement the public-key encryption layer for sensitive payment memos. I will add the necessary cryptographic encryption hooks to secure memos before storage, implement matching decryption utilities restricted to authorized addresses, and build out the requested key management and access control checks to protect data privacy.
