Currently, the cohorts are following the Fractal Democracy approach by determining the winner through a final vote in the last round.
For Fractal Sortition, the participants of the final round are considered being a council from which a random person is selected as the winner.
In order to enable Fractal Sortition, we introduce a parameter cohort_type (or similar) and need to provide a "council size".
