[Feature request] - Function for the computation of XS agreement with EXFOR DATA #145

Is your feature request related to a problem? Please describe.
It would be great to have a function which compared the XS agreement with the EXFOR data (starting from the ACE, but possibly also the ENDF format), which is basically a booster of the F4Enix ACE plotting to digest better the JADE results. These factor per zaid, library and channel should be wrapped in a panda dataframe and plotted as per the following plot for instance (https://conferences.iaea.org/event/423/contributions/35263/)
Describe the solution you'd like
- A function in F4Enix which for a given ZAID looks for all the MT channels of the library and compare it with the EXFOR.
- Possibility to exclude a list of EXFOR data if provided.
- KPI parameter at Energy E per zaid per MT channel per library should be computed as: (XS(E) - EXFOR value of the subset (E)) / EXFOR value of the subset (E)).
- KPI parameter shall be provided also in absolute terms (if a flag is given in the function)
- KPI parameter in relative terms shall be provided also averaged per energy range summing the different evaluations and dividing them for the No.Points.
- Possibility to plot the general library behavior or clear instruction on how to do it in the library.
