Subject: [PATCH] fix: bump CommonLibSSE-NG to 6.6.3 for Skyrim 1.7.99

4.38.0 cannot run on Skyrim 1.7.99. That release is the first to move the
minor version from 6 to 7, which older builds classify as SE and then look
for a version-1-7-99-0.bin that does not exist, and it ships the Address
Library in format 5, which they cannot parse. Both were fixed upstream in
6.4.0, and 6.6.1 through 6.6.3 add further 1.7.99 corrections.

No source changes were needed.
