Add geospatial location as parameter to the weight

To calculate the cost of decentralization, we want to experiment with adding to the weight geospatial location factor.

This means that the far-away validators are given more weight than the ones nearer

We currently solved this by manually incorporating the geospatial factor into the stake_weight of validator.

Possible next improvement could be to add a flag which update the stake of validator itself by calculating new stake with geospatial factor
