how to modify remote control , for send command when not connected , I cannot power up my satellite decoder. old version allow to send.

as title , old version allow send remote control also if not connected , when my satellite decoder is power off , i cannot connect because no tv signal , how to modify same as old version , allow send power on without connection ?

I face the same problem. You cannot send an IR signal when there is no stream playing, unfortunately.
However, if you start playing (e.g. by clicking on the Start button when using Slinger, or starting ffplay or even wget) then you have a few seconds to press the power button before the player hangs. Then you can disconnect & reconnect when the satellite box is already on. Slinger server does restart the stream when it detects format change and that forces Slinger player to reconnect, but this is often unreliable (and if you are using plain old ffplay, it will hang there indefinitely).
