Not so much about the Application itself but more about the licensing.
Since you cant get paid (probably russian ?) by the appstore, maybe consider switching to FUTOs license terms and use their Payment portal
or try to get a grant from them.
Getting a non data collecting dialer app that is also functional competitive should be a core issue for them.
