Clones runoff. Soon we will make this a standard option in the workflow, using "BASELINE_SCENARIO" as the source runid.

• Must have custom1 = riverseg for ruhnoff containers, and riverseg in name of land segment runoff file element
• Use: scripts/om/clone_runoff_data riverseg src_runid dest_runid
• Ex: ./scripts/om/clone_runoff_data RU4_5642_5640 0 600
