GUI scripting

As a convenience feature, the GUI should feature a toolbar. This should have buttons for a few common commands, such as step.

Additionally, a TCL command should be added which allows creating a new button in the toolbar bound to a TCL command to execute when it is clicked. This will facilitate building interactive simulations and custom visualizations.

Most of the plumbing is in place. This is the back-end behind the op, node op, and link lop commands. Work is ongoing in the noc-tools branch to implement the required functionality.

Putting this in the icebox for now, since there doesn't seem to be an immediate short-term use case.
