Toggle Seed Bible links server-wide

Story: A server admin controls whether the bot includes "Open in Seed Bible" links in responses.

Trigger: Slash command — /setseedbiblelinks [on|off] (admin only)

Example: /setseedbiblelinks off

Expected output:

✅ Seed Bible links are now off for this server. Verses and chapters will be posted as plain text only.

Notes:

• Requires Manage Server permission
• When off, suppresses all Seed Bible buttons including those on chapter responses
• Defaults to on
