[etcfacade] Report facade uploads of objects that already exist

Current behavior in this situation is silently "swallowing" the object without a trace. Instead the etc facade error log should get an entry informing about the "swallowed" file, and indicating what object already exists that is binary identical to the "swallowed" one.
