Use of git submodules for docgen and other optional / developer based tools.

Having talked to @Jazzelhawk about potential Unit Tests, we discussed the use of git submodules. This would allows users the option to download the features if they wish to use them.
It would also separate out features into their own area, providing more concentrated support and issues.
