The 'View Users' and 'View Projects' buttons open a blank page

Using version 1.5.12.

After creating and editing a new notification, when clicking the 'View Users' or 'View Projects' button a new browser tab is opened, but it is blank and labeled 'about'.

Using Chrome 144.0.7559.133

I tested this, and it worked, but the response could be very slow. On our production instance, I saw cases where it took about 20 seconds for the results to appear.

Indeed! I had to wait about thirty seconds, but it did eventually show. A possible improvement would be to put something on the page to let one know to wait?
