Mod will not fully disable

If you disable this mod in the conf, the "Dungeon Master" still appears in all the major towns. When you try to talk with him you get a message that he is not available. If disabled, the mod should completely disable.

I found this to be a problem as well. No NPC should be placed automatically. A option to toggle this in the settings would be preferable.
