The Spotless plugin configuration only applies to the "application-provider" module

It seems that we decided earlier to execute spotless license header validation just for the "application-provider" module.

The rationale was maybe not to touch the application files, but it seems there's no reason to keep doing so any longer, so the configuration should be fixed, and applied to all modules.
