Add support for national and religious holidays

- Livly should notify the channel about upcoming holiday one (or x) days before.
- Livly should be able to be configurated about this.
- Users should not be able to create leave during these holidays.
- If a user creates leave and the holiday is in the middle of their leave, livly should create two leaves - before and after the holiday.
