[v1 readiness][maximus] Rust canonical runtime and JS fallback contract

Goal

Make the Rust-first runtime and limited JS fallback boundary test-backed and explicit before v1.0.0.

Implementation steps

  1. Inventory wrapper runtime resolution order.
  2. Add or update tests for requested runtime vs effective runtime and explicit fallback.
  3. Ensure Rust-only flags/config paths do not silently fall back to JS.
  4. Update docs if code and docs disagree.

Parallelization note

Can run with M2 if wrapper tests do not overlap.

Completion criteria

  • Required validation evidence is pasted into the PR body or final issue comment.
