Ability to turn off formatting for a directory?

not right now but it should be simple enough to read something from .JuliaFormatter.toml (not sure what exactly) and then skip formatting for files/directories

maybe something like (pseudo-code)

[skip]
*

* means all files in the directory (and subdirs?)

[skip]
file1.jl
dir1/file2.jl
dir2
....

in this case file1.jl, dir1/file2.jl and all files in dir2 will be skipped

Nowadays the ignore option should work with directories. https://juliaeditorsupport.github.io/JuliaFormatter.jl/stable/file_options/#options-ignore

It'd be even nicer to have gitignore style patterns, but that's future work, as they say......
