adding an agent is hidden in the add document button. it should probably be available part of what i mentioned in #810

I cant open the image for some reason. I meant that its confusing that adding an agent document is a checkbox in the document add menu. Instead I think we should put it in the actions menu that i suggested in the Risk Assessment category.
