Add on LGS Capabilities to NGS module

After completing the NGS module, expand for LGS This will:

• Include accurate laser maps and pointing origins. (Already done in NGS)
• Have an 'Add LGS target button' Adding an LGS target will both add it to the database and add it to the guidestar page.
