Philips Hue lights don't respect *rate* parameter of *Move* command while they are off

I noticed an issue with my Hue bulbs.
I want to control their brightness while they are off (with SYMFONISK knob binding - Move command)

But they don't respect the moving rate.. they jump instantly to min/max brightness. 😭
I see this behavior on multiple models and versions.
(LTA009 1.145.1 20251209 16787456, LCA004 1.116.3 20240329 16786434)

• Move (up/down) while bulb is on
  • works as expected: bulb respects the provided rate and transitions gracefully
• Move while bulb is off and Execute if off is disabled (genLevelCtrl -> options = 0)
  • works as expected: nothing happens
• Move while bulb is off and Execute if off is enabled (genLevelCtrl -> options = 1)
  • wrong behavior: up -> bulb instantly jumps to max brightness, down -> bulb jumps to min brightness

@burmistrzak do you experience the same? Can I add this to Hue docs template?
Have you looked into reporting issues to Philips/Signify?

I'll have to check, but I vaguely remember something about Hue lights having issues with setting brightness while off...

Unfortunately, I wasn't yet able to get into contact with someone at Signify. I reported a ZGP issue some time ago via their developer portal but seemingly nothing happened (so far). 😒

Here's a snippet of a CSA compliance document for a Hue bulb:

So the move command should have undergone testing.
However, without access to the actual test harness, we don't know how deep that testing went... 🤔

This community is probably analyzing Hue products in greater detail than their QA engineers. 😄
Would be great if we could somehow establish contact with folks at Philips Hue.

Best case scenario: Someone working at Signify reads this and is willing to pass along the message.
