Improve MCP metadata for Glama scoring

Summary

• add richer MCP tool descriptions, titles, schemas, annotations, and output schemas
• distinguish read-only scoring/planning behavior from local CLI file-writing paths
• close stale public maintenance signals that were hurting current repo hygiene

Verification

• python3 -m py_compile tools/checkyourself.py
• python3 tools/checkyourself.py mcp smoke test for initialize + tools/list
• python3 tests/test_checkyourself_cli.py

Maintenance cleanup

• closed stale issues [pipeline][MEDIUM] Repository has open pull requests requiring triage #10 and [pipeline][MEDIUM] Dashboard cannot fully read repository status #11 after live GitHub checks showed no open PRs and successful repo status reads.
