Cannot Build and Install the API

Hi,
I cannot build and install the API by following the instructions.
Firstly, it says"NameError: name 'build' is not defined". If I kept going on, then it popped "ERROR: Could not install packages due to an OSError: [Errno 2] No such file or directory: '/content/dist/skr_web_api-0.1-py3-none-any.whl' "

Would you have any idea what happened?

I was using Colab to run the codes.
