uploading files from local machine throws "forbidden" error #13

Very occasionally when attempting to upload something from my computer, I will choose "elms media" and it will throw a "Forbidden" error. There seems to be no rhyme or reason. And if I try again, it will usually work the second or third try.

Does this happen if you pick local storage or is it only on elms media (bearing in mind that elms media is the correct place to put things, just trying to isolate source of the digging on my side :))
