Filtered Import Cables loose Speedupgrades on server restart 1.21.1 - 1.13.1

When using Speed Upgrades on Filtered import cables, they disappear after every server restart, this might be an incompatibility issue with one of my other mods, if that is the case i'm happy to provide server and client logs to help resolve the issue. The issue was not present on 1.13.0
