Reduce outround code duplication #436
Description
A lot of the outround functionality is separated from in round, but the code is nearly identical, especially some of the HTML templates. Would be a nice improvement to merge these where possible to that future inrounds changes are easier to apply to outrounds too, instead of just continuously letting their feature sets diverge and have to recombine later.
Much longer term goal, but it would be nice to do some small refactoring on how outrounds groups round objects to make it easier to integrate the two. The num_teams model comes with a lot of overhead
