Custom "flavor" of tab-settings from some questions about the tournament

For example, have a form which asks:

 - Number of rounds (sets num_rounds setting)
 - Are you doing motions? (sets high_gov/opp penalties for pairing alg)
 - Justification line?

etc, etc. This is the alternative to having a separate branch with defaults for each type of tournament
