link in data request form not working either

In the data request form, the link to the terms of usage are not working either. This is probably due to the same reason as the rotten links in #1 but it deserves an extra issue because this is actually crucial.

Now fixed - was an old link.

Funny, so that was an issue, actually. I still don't make this link work consistently across OSes and browsers. And issues #1 and #4 also still persist on my Mac with Safari (but links work on my Mac with firefox...).
