As a user, I want to create a public channel that is accessible to all members in the workspace

Description: As a user in a workspace, I want to be able to create a new public channel that is automatically accessible to all current and future members of the workspace, so that they can interact with the channel without needing explicit permission or invitation.

Acceptance Criteria:

• When I create a new public channel, all current members of the workspace can view and interact with the channel.
• When a new member is added to the workspace, they can automatically view and interact with the public channel without needing additional permission or invitation.
• The public channel is visible to all members of the workspace, including those who are added in the future.
