[Feature Request] Add template for CLI based applications without backend

I think it's good to have template for small applications/scripts/cli-tools

Since project's idea is to create boilerplate code not only for backend applications, the only way to do so - is just by creating "empty template" ("no feature flags" passed kind of template) and remove internal/server manualy.
