Learn more link for "Allow to generate HAR with sensitive data" preference is broken

Description of the issue: Learn more link in the DevTools, Settings, Preferences under Network is broken. For the "Allow to generate HAR with sensitive data" option.

Microsoft Edge version: Version experienced the issue with (didn't test other versions)

Confirmed that this Issue is in 138 & 140.

Click the link, end up at 404 url:
https://permanently-removed.invalid/devtools-export-hars

export-hars doesn't appear in edge-developer repo; not listed in redirects.

In Chrome, the (?) button goes to:
https://developer.chrome.com/docs/devtools/network/reference#save-as-har
