`vcpkg install` - `--cmake-args` is undocumented

Description

E.g. it can be used to set PORT_DEBUG=ON for debugging (microsoft/vcpkg#49273), but it's not very discoverable - it 's missing from both documentation and vcpkg install --help.
Not sure if there's a need for a separate issue in https://github.com/microsoft/vcpkg to cover --help specifically.
