AppState should probably always be using ListOptimizer

ToDos:

• Change type of AppState's optimizer to the list optimizer.
• In OptimizerStateRetriever remove the code for other optimizer types.
  • This currently causes one of the end2end tests to fail. Investigate.
• Check if a similar adaption makes sense for the LRScheduler.
