Since PANOSE is included in the OS/2 table in sfnts, it comes under the bailiwick of OpenType. So getting the spec updated is a two-part process: 1) get agreement from the group, and this discussion looks like it's already in process on the mailing list; and 2) once that agreement is in place, Monotype (as hosts for the PANOSE spec) can update the documentation.
