Home Row Settings - Continue Watching Image Type

What is not working

Admin default is not applied

Steps to reproduce

1. Change "Continue Watching Image Type" in "Home Row Settings" to "Poster".
2. Apply defaults to all users (or overwrite a single user)
3. Notice change does not apply

Tested on web UI but also applied to AppImage and TVOS.

In addition, "Continue Watching Image Type" is a little unclear since I have "Merge Continue Watching & Next Up" enabled.

Is this setting supposed to be applied if these rows are merged? I didn't see any other setting to enable a default image type. The local settings menu has an option for both rows as well (shown in the first image in the next section).
