Description
Make a env variable which contains array with ID's of admin telegram accounts which have access to admin panel.
Create simple admin panel with button mailing. Mailing allows send the message to everyone who uses the bot

List of functionality requirements
- Create env variable call it BOT_ADMINS
- When user call start command check if BOT_ADMINS array contains his account id
- Return menu with Admin button down below all menu
