[bug]: Steam is Broken on Later Versions

Describe the bug

Steam is completely broken on newer builds and won't run. The installer works great but once you try to run, the webhelper crashes or the runner fails right away

How to reproduce

1. Install steam through the windows installer exe (either import a new game or Install/Uninstall in the container configurations)
2. Installer finishes fine
3. Import a new game and set "Steam.exe" as its executable file
4. Sometimes the play button fails right away, other times, it launches the steamwebhelper but it fails. In either scenario. Steam never launches
